Differences between the Israel Government and the Nixon Administration over Four Power talks on the Mideast were considered at a cabinet meeting here yesterday. The cabinet met to discuss Foreign Minister Abba Eban’s report on his talks in Washington last week with President Nixon and other top U.S. Government officials.
The cabinet believed that the U.S. was determined to go ahead with Four Power talks because even if they failed, the effort to find agreement among the Big Powers would be worth making. The consensus was that Israel should try to prevent the Middle East question from being passed on to the Four Powers in place of direct negotiations between the two sides. Israel believed that an attempt to find a Four Power solution would undermine the mission of United Nations envoy Gunnar V. Jarring which, as the Israelis saw it, was to try to bring Arabs and Israelis together for an agreed solution of their problems.
