Dr. Nahum Goldmann, president of the World Jewish Congress, cabled congratulations today to Nicolae Ceausescu, general secretary of the Rumanian Communist Party, on his re-election to the presidency of the Rumanian State Council. Mr. Ceausescu is the acknowledged popular leader of Rumania.
