Harold Friedman, a stockbroker and treasurer of United Hias Service, the Jewish migration agency, was elected president at a meeting of the Hias board. He succeeds Carlos L.Israels, who was president for the past two years. Mr. Israels was named chairman of the Hias National Council. Carl Glick, former associate secretary, was elected treasurer.
