Dayan Says All Issues Are Open Except Jerusalem and Return of 1948 Refugees

Defense Minister Moshe Dayan said today that Israel was prepared to negotiate all outstanding issues with the Arabs except for the status of Jerusalem and the return of refugees of the 1948 war. He said those issues were “hermetically sealed” and could not be placed on any agenda.

Gen. Dayan spoke to political reporters in his office today on the platform adopted by the Israel Labor Party-Mapam alignment for the October 28 elections. He said the chapters pertaining to future borders were intended to inform the electorate what the party’s security concept is. But “no government decision can bind the hands of any future cabinet with respect to conditions of making war or peace,” he said. He added that any government that came into office on the basis of the platform would not have its hands tied when it comes to negotiating with the Arabs.
