U.S. is Asking Other Governments to Sign New Extradition Treaties

State Department spokesman Carl Bartch said that the United States was asking foreign governments to enter into new extradition treaties with the United States that would designate hijacking of airliners as an extraditable offense. Mr. Bartch cited a new treaty with New Zealand as a model for updating existing treaties to make possible the extradition of hijackers.
