Foreign Minister Abba Eban said that government plans to establish a permanent Jewish settlement in the West Bank town of Hebron would not prejudice any future political agreement that might be reached with the Arabs. He said that whatever future settlement is reached, the frontiers must remain open. “Israel will not resume living in a ghetto.” he said.
