State Department spokesman Carl E. Bartch said today that Jacob D. Beam, United States ambassador to the Soviet Union, will meet soon in Moscow with Soviet Foreign Minister Andrei A. Gromyko on “matters of mutual interest.” He said the two met there June 29 but he did not say what the meeting was about.
