The United States has not yet proposed a starting date for a temporary Middle East cease-fire and “we do not have a time agreed upon.” State Departments spokesman Robert J. McCloskey said today. “We’re going step by step,” he added. Meanwhile, it was learned from political sources that no agreement has been reached on a site for the peace talks to be mediated by Dr. Gunnar V. Jarring. The U.S., it was learned, is in the process of consulting with Israeli. Egyptian and Jordanian representatives here on that and other aspects of a cease-fire. Sources said Dr. Jarring will not wait for the implementation of a cease-fire before resuming his negotiations.
