Gov. John J. Gilligan was publicly criticized yesterday for failing to appear at a statewide rally for Soviet Jewry on the steps of the State Capitol. The throng loudly applauded Dr. Louis Rosenblum, national coordinator of the Union of Councils for Soviet Jews, when he declared: “We are insulted. We have been taken for granted. We expected that the Governor would wish to identify personally with this serious issue, an issue of vital concern to the Jewish people.”
