The Finnish Embassy here, which has represented Soviet interests in Israel since the Six-Day War, has decided to stop serving as a middleman for anti-Soviet petitions. The Embassy refused to accept a petition last Thursday signed by students, asking for the release of 39 Jews in Russian prisons on charges of Zionist activity. A spokesman for the Embassy said it could no longer be expected to provide a special messenger service for Israelis who want to contact Soviet authorities.
