Secretary of State William P. Rogers and Israeli Deputy Premier Yigal Allon will meet for the first time when they have lunch tomorrow at the State Department it was announced today by Department spokesman Robert J. McCloskey. Department sources said later that the United States has not yet received an Israeli statement on partial withdrawal from the Suez Canal, and that it was unlikely that Allon will bring one with him tomorrow. One official noted that the question of a partial pull-back in the Sinal Peninsula was “not literally” part of “the negotiating process.” (In New York, United Nations Secretary General Thant expressed apprehension today about the new federation of Egypt, Syria and Libya. In a statement issued through a spokesman, Thant said: “This development is another illustration of what I have been saying all along–that now is the last chance for peace in the Middle East. If this opportunity is not seized, I am very much afraid that all basis for peace in the forseeable future may be lost.”)
