The Ministry of Tourism accused certain travel agents in France yesterday of overbooking students for summer work programs at Israeli kibbutzim. But the Ministry promised that all of the students registered would be brought to Israel and places found for them. The Ministry conceded that some kibbutzim had aggravated the situation by cancelling invitations to foreign students. A Ministry spokesman said if work could not be found for all of the registrants at kibbutzim, they would be assigned to archaeological teams in various parts of the country.
