A three-hour meeting today between Premier Golda Meir and United States Assistant Secretary of State Joseph J. Sisco was conducted in a “practical, open and friendly atmosphere,” according to so official communique. Foreign Ministry officials declined to discuss the atmosphere of the talks, but conceded that the word “frank,” not used in the communique, usually denotes conflict of opinion. Tomorrow, Sisco will tour various areas as the guest of the Army and will be briefed by high-ranking officers. One of the briefing subjects is likely to be the question of further shipments of American jets to Israel, which Sisco has probably already discussed since arriving here last Thursday. Sisco will resume his talks with civilian leaders here Wednesday, and has set a morning meeting with Mrs. Meir. Also attending today’s talks were Deputy Premier Yigal Allon. Defense Minister Moshe Dayan and Foreign Minister Abba Eban.
