President Anwar Sadat of Egypt said tonight that his country was at the brink of war with Israel when the Indo-Pakistani war broke out last month. He implied that it was only that grave international crisis that prevented Egypt from going to war. Sadat made the claim in a broadcast from Cairo beamed to the entire Middle East. He also warned President Nixon against sending more Phantom Jets to Israel. According to some observers here, Sadat was using the Indo-Pakistani war as a face-saving device to explain why 1971, his proclaimed “year of decision” on war with Israel, ended with no decision.
