Representatives of Iraq. Egypt and Algeria walked out of an extraordinary congress of the Argentine Labor Unions Confederation here over the presence of an Israeli delegate, Amos Degani of the Histadrut, Israel’s Labor Federation.

The Arab delegates had conditioned their attendance on a conference ban on Israeli participation. Jose Rucci, the confederation secretary general, rejected the request and the walkout followed.. The Arabs said they were protesting the presence of a “representative whose hands are stained with Arab blood.”
