Fourteen persons, including 10 rabbis, were charged with disorderly conduct Tuesday after they chained themselves to a fence outside the Soviet Mission to the United Nations here to protest the charge of treason that has been made against Soviet Jewish activist Anatoly Sharansky. They were released pending a hearing June 21.
