Philip M. Klutznick, president of the World Jewish Congress, announced today that the WJC governing board decided that the Congress could not attend the World Conference to Combat Racism and Racial Discrimination beginning here Aug. 14 as an observer. This decision was taken with great regret, and notwithstanding the WJC’s repeated endorsement of the program and priorities of the Decade for Action to Combat Racism and Racial Discrimination, he said. Klutznick said the reason for the decision is that the conference is being convened under UN resolutions which refer to previous resolutions adopted by the General Assembly, including the one equating Zionism with racism.
