Foreign Minister Gaston Thorn of Luxembourg said here that he believed an Israeli-Arab dialogue was possible after his talks in the Middle East. “Contacts between Arabs and Israelis should and in fact must take place,” he told reporters after meeting President Valery Giscard d’Estaing here Monday. The nine members of the European Economic Community are expected to announce a new Middle East peace initiative shortly after the American Presidential election.
