A cooperative agreement between New York State’s Office of Health Systems Management and Israel’s Ministry of Health was signed here this week. Governor Hugh Carey joined Dr. Baruch Modan, Director General of Israel’s Ministry of Health, at the Israel Consulate here to sign the agreement which provides for a cooperative effort to resolve common problems of organization, evaluation and control of health systems.

Carey said that among the many concerns New Yorkers share with the people of Israel “the provision of quality health care services at an affordable price ranks as a major issue. This pact will provide a framework for health institutions to work hand in hand to improve health services, expand information systems and control health costs.”

The state agency will provide assistance to the Israel Ministry of Health in the following areas: training of Israeli personnel in New York; development of an Israeli model of New York’s existing regulatory system; development of a research and academic program for the National Center for Public Health in Israel; development of the Israeli Information System in Mental Health; and evaluation of the Israeli mad of regionalization.
