Israel will introduce a civilian administration in the Gaza Strip, beginning next month, similar to the one recently applied on the West Bank, it was learned today. The plan has already met with opposition from local Arab leaders.
The purpose of the new arrangment is to replace the military administration in the territories with civilians as a preliminary to self-rule under the autonomy plan. The military would be concerned chiefly with security matters and overall adminstration.
Under the formula, which was imposed on the West Bank last month, the military branch will be separated from the civilian branch. A special section of the civilian branch would deal with internal security but would be subordinate to the army’s southern command.
The new civil administration is expected to be headed by Gen. Yosef Luntz, the present Military Governor of Gaza. But he will be subordinate to the general coordinator of activities in the occupied territories.
