The first ballots for the July 23 Knesset elections were cast today — by Israeli merchant seamen at sea or who will be at sea on election day. Seamen are the only Israelis allowed to cast absentee ballots which are collected aboard ship, handed to Israeli diplomatic representatives abroad and flown home to be counted, no later than two days after the elections.
