U.N. Conference on Territories Draws PLO Leader — and Rumors

Palestine Liberation Organization “foreign minister” Farouk Kadoumi’s planned participation in next week’s U.N. symposium on the Israeli-administered territories has raised speculation that PLO chairman Yasir Arafat will attend and issue a Palestinian declaration of independence.

As many as 200 are expected to attend the international symposium, beginning Aug. 29, which will examine the consequences of the 9-month-old uprising in the territories.

Before adopting a final declaration, participants will attend workshops on “Children Under Occupation,” “Women for Palestine,” “Political Solution of the Question of Palestine” and “Action to Improve the Economic and Social Condition of the Palestinian People in the Occupied Territories.”

Eight recently deported Palestinians will also be among the participants at the symposium.

A spokesman for the deportees, who arrived here from Tunis after they were expelled April 2 for alleged security violations, told a news conference Tuesday that they will testify that Israeli expulsions of Palestinians violate the Fourth Geneva Convention.
