German officials drafted plans for a crackdown on right-wing violence. The move comes after Foreign Minister Joschka Fischer said there may be a silent majority of Germans who are aiding the violence by not speaking out against it. There have been a spate of recent attacks, including a bombing last week in Dusseldorf that wounded a group of Jewish immigrants from the former Soviet Union.
