President Bush signed the foreign-assistance bill, including more than $2.5 billion in aid to Israel and $150 million for the Palestinians. The bill Bush signed Monday covers the period from Oct. 31, 2005, to Oct. 31, 2006. It comes after Congress had talked of imposing an across-the-board percentage cut to make up for budget strains due to hurricane season costs.
