A confidante of Palestinian Authority Chairman Yasser Arafat is one of the main planners for a casino being developed for the West Bank town of Ramallah, according to the Israeli daily Ha’aretz. Some 95 percent of the players at the first West Bank casino, which opened last year in Jericho, are Israelis. Gambling is illegal in Israel.
