Camp David negotiators are discussing a proposal to swap unpopulated land within the Jewish state in exchange for West Bank lands that contain Jewish settlements, according to Israeli Cabinet member Haim Ramon. It was the first time an Israeli official had publicly acknowledged a willingness to discuss such a deal.
