Charge Misuse of Visa Power by Histadruth

The charge that the Palestine Histadruth, Jewish labor federation, is using its control over immigration certificates to further its own political aspirations was contained in a resolution adopted yesterday by the thirteenth annual convention of the Mizrachi Youth of America (renamed the Hapoel Hamizrachi of America, Inc.) at Yeshiva College, 186th Street and Amsterdam Avenue.

During the discussion on the resolution it was declared that the Histadruth is taking advantage of the fact that it controls the Jewish Agency to allot itself a higher proportion of certificates than it deserves. In this way, speakers asserted, the organization increases the number of its adherents in Palestine and ensures its own power.

The resolutions were brought in yesterday during a session devoted to committee reports and election of officers. The following were reelected: Rabbi Meier Berlin, honorary president; Isidore Epstein, president; Rabbi Seymour Zambrowsky, executive director; Max Hagler, vice-president and Benjamin Hillson, treasurer.

LEGISLATIVE COUNCIL HIT

The session, which was the final one of the convention, continued until a late hour last night.

Among the resolutions adopted were the following:

Calling on Great Britain to postpone indefinitely the establishment of a Legislative Council in Palestine on the grounds that it would violate the Palestine mandate and be against Palestine’s best interests.

Requesting increased Jewish immigration into Palestine because of the present labor shortage which was described as hindering the country’s development.

Urging fulfillment of Prime Minister MacDonald’s promise in his letter to Dr. Chaim Weizmann that an equitable number of Jews would be employed in Palestine public works and in the civil service.

Protesting against the Palestine government’s alleged permission of an unlimited Arab influx into Palestine, in violation of the mandate.

WOULD LOWER MONEY NEEDS

Requesting that persons possessing 500 pounds be considered in the capitalist class, instead of 1,000 pounds as at present.

Demanding that redistrictions on tourist immigration into Palestine be abolished on the grounds that tourist trade aids the country’s development.

Urging the Palestine government to finance the educational budget of Jewish communities.

Demanding that the Mandatory Power turn over public waste lands to the Jewish people for settlement.

Condemning Jewish employers who employ non-Jewish labor on the grounds that Jewish labor must be employed for the benefit of the Jewish homeland.

Protesting against real estate speculation in Palestine.

Urging the Zionist Congress to take steps to prevent transactions between Germany and Palestine Jews.

Urging members to support the anti-Nazi boycott.

Demanding that the Zionist Congress elect a coalition executive representing all parties in the movement.

Protesting against suppression of Zionism in Russia.

The Youth Zionist Revisionist Organization of America’s camp at Spring Valley, New York, will be opened officially July 4.
