Acting on the second half of the legislative process required to provide the $4.8 billion in special assistance for Egypt and Israel, the House Appropriations Committee worked today to complete its measure with no doubts prevailing that it will be approved and sent to the floor for a vote.
Money legislation requires that both the House and Senate approve an authorization bill. That sets policy for the use of funds, and also an appropriation bill that specifically allocates the money. The House yesterday foreshadowed full approval of the aid implementing the Egyptian-Israeli peace treaty by passing the authorization, bill that provides $3 billion for Israel and $1.8 billion for Egypt. The vote was 347-28. The Senate had previously approved authorization and the House measure now goes to a House-Senate conference for negotiation of the differences.
