Foreign Minister Abba Eban has reportedly advised United States Ambassador Walworth Barbour that if the U.S. agrees to a Four Power conference on the Middle East as proposed by France, Israel could not consider France as a neutral or objective participant. It was learned today that Mr. Eban met with Mr. Barbour last week. He reportedly reiterated Israel’s position on the ways to achieve peace with the Arabs and repeated his Government’s opposition to a Four Power Mideast conference. It was said that Mr. Eban sought the occasion to outline Israel’s position prior to Saturday’s National Security Council session on the Middle East in Washington.
