Foreign ministers from the world’s Islamic countries gathered in the Persian Gulf state of Qatar for a meeting dominated by discussions of the deadlocked Middle East peace process. Palestinian Authority Chairman Yasser Arafat told the gathering of the 55-member Organization of the Islamic Conference that Israeli “arrogance” was responsible for the faltering peace process, which he described as “almost uttering its last breath.”
