Moshe Bittan, the recently appointed head of the Israel Foreign Ministry’s American division, yesterday completed his meetings with top State Department officials here. During his four-day visit in Washington, Mr. Bittan conferred with Presidential Special Ambassador W. Averell Harriman, with Assistant Secretary of State for the Near East Phillips Talbott and other high-ranking American officials.
