Islamic clerics issued decrees to attack Americans around the world to protest U.S. Middle East policy, according to CIA officials. The disclosure came before a U.S. Senate panel, which held a hearing to examine terrorism threats and law enforcement efforts five years after the World Trade Center bombing. Prosecutors, government officials and terrorism experts testified about fund- raising and organizing activities of terror groups in the United States, as well as counter-terrorism efforts.
