The mixed Israeli-German commission working on a number of problems which have held up effective implementation of the German-Israeli reparations pact has made satisfactory progress and an agreement on the German regulations governing implementation of the treaty is expected by this week-end.
Once this is accomplished and the regulations are promulgated officially, the Israeli purchasing mission will begin placing numerous orders with German firms for industrial goods. Meanwhile, a delegation from the Israel Department of Public Works is currently touring German factories in preparation for placing orders under the reparations agreement.
Germany today nominated Prof. Hans-Juergan Schlochauer, dean of the Law Faculty of Frankfurt University, as its representative on the arbitration commission set up under the terms of the reparations agreement. Israel nominated Lord Nathan of Churt as its representative earlier this week. The third member of the unit will be an umpire named jointly by both countries. The arbitration commission will take over consideration of any reparations problem which cannot be settled by negotiations between the parties, and its decisions will be binding.
Prof. Schlochauer, a noted expert on international law, was forced to interrupt his career in 1933, when the Nazis came to power, because he was of part Jewish descent, although not a member of the Jewish faith. He has held a number of important posts in the Bonn Ministry of Justice.
