Shmuel Eliashev, Israel Minister to Moscow, yesterday presented his credentials to Soviet President Klementi Vorshilov, it was reported here today.
Mr. Eliashev was the Minister to Moscow last February when the USSR broke off diplomatic relations with Israel, following bombing of its legation in Tel Aviv.
