Israeli Prime Minister Benjamin Netanyahu failed Thursday to resolve a general strike involving 700,000 workers that has paralyzed Israel for two days. Before leaving for meetings in Europe, Netanyahu met with the chairman of the Histadrut labor federation in an effort to end the strike.
