Israeli Prime Minister Ehud Barak appointed Foreign Minister David Levy to serve as Israel’s chief negotiator in the final-status talks with the Palestinians, Israel Radio reported Wednesday. The talks, which will deal with such thorny issues as the status of Jerusalem and Jewish settlements, boundaries and Palestinian refugees, are expected to begin Monday.
