Israeli soldiers occasionally use live ammunition because there is a shortage of nonlethal arms, a new report says. In his report, Israel’s state comptroller blamed the shortage on a lack of funds and poor management. Among the weapons lacking are tear gas, rubber bullets and stun grenades.
