A plan for the immediate formulation of a Middle East defense command which would welcome all states willing to join was presented to the State Department today by Jesse Moss, national commander of the Jewish War Veterans. Mr. Moss explained the JWV plan to Henry A. Byroade, Assistant Secretary of State for Near Eastern Affair, who invited him to return to the State Department after Secretary of State John Foster Dulles returns from his forthcoming visit to the Middle East.
