Vladimir Jabotinsky, president of the New Zionist Organization, has issued a manifesto stating that the organization’s first world convention next August will pave the way for the tri-annual National Assembly in 1937.

If the number of votes cast gives the assembly sufficient authority, the manifesto says, it will proclaim the constitution of the “Jewish nation.” Its main task, however, will be to approve a ten-year plan for building a Jewish State and to present the plan to the various Governments, the manifesto declares.
