New York’s mayor appointed the prosecutor in the 1997 Crown Heights murder trial to a high- level post. Michael Bloomberg last Friday named Zachary Carter the chair of the Mayor’s Committee on the Judiciary, a 19-member committee that submits recommendations to the mayor for appointments to city courts.
