One-quarter of all youth criminals in Israel in 2000 were immigrants even though only 12 percent of Israeli children are immigrants, according to the Jewish Agency for Israel. In addition, more than one-third of all youth drug offenders were immigrants, mainly from the former Soviet Union, the agency said.
