Palestinian Authority Chairman Yasser Arafat ordered the creation of a new security arm that will operate in the West Bank and Gaza Strip, the Israeli daily Ha’aretz reported Tuesday. The paper quoted sources as saying that Arafat’s decision reflected internal tensions within existing Palestinian security forces.
