Palestinian Authority leader Yasser Arafat stated that a Palestinian state exists, and he hoped Jerusalem would be its capital. Arafat was responding to Israeli Prime Minister Benjamin Netanyahu’s remarks the previous day that if the Palestinians unilaterally declare an independent state, Israel would annex parts of the West Bank.
