Palestinian Authority President Yasser Arafat said he would reconsider whether to unilaterally declare a Palestinian state on Sept. 13 if there is no peace deal with Israel. Arafat’s comments came as high-level talks between the two sides resumed, and as U.S. envoy Dennis Ross arrived in the region in an attempt to see whether a new summit is warranted.
