Palestinian police said they have arrested 10 Muslim militants suspected of making a bomb that accidentally exploded Sunday in Hebron. Police said the bomb-makers were planning a car bomb attack. Two of the men arrested were released from Israeli jails a few months ago after serving five-year terms for belonging to Hamas, according to Palestinian officials.
