The resumption of Soviet diplomatic relations with Israel was predicted today in an Associated Press dispatch received from Moscow. The Moscow report said that “informed persons here expressed the belief that it is only a matter of time before the Soviet Union offers to re-establish diplomatic relations with Israel.”
