Russian police arrested eight 15-year-olds who vandalized nearly 40 graves last month at a Jewish cemetery in Nizhny Novgorod, some 300 miles east of Moscow. Rabbi Berel Lazar, the head of the Lubavitch movement in Russia, gave the arresting officers a reward of $2,000 and police investigators a Xerox machine.
