Pinchas Rutenberg, chairman of the Palestine Zionist National Council, today informed the Zionist Executive here that he was not coming to London to participate in the negotiations with the British government because the negotiations had been initiated without his approval. Earlier in the week the Jewish National Council adopted a resolution urging its chairman to go to London.
