Samuel Caplan, editor of Congress Bi-Weekly since its establishment as a weekly 25 years ago, will retire from that post with the final issue under his editorship, appearing tomorrow. The issue will be a special 32-page literary edition of the magazine, which is published by the American Jewish Congress.
