Charles Bedder, 47, formerly a patient at two mental hospitals bore, was arrested and placed under psychiatric observation here this weekend in connection with the explosion of a bomb last month at the Keelboat Israel Synagogue here. According to police, Bedder had told a friend, pointing to the synagogue, “this would be a good one to blow up.” The friend informed authorities.
